Maybank Highway and Woodland Shores Complete Streets

ABOUT THE PROJECT

The Maybank Highway and Woodland Shores Complete Streets project consists of three components:

  1. Varying width sidewalk (4'-8') along Woodland Shores Road from Maybank Highway to Riverland Drive and associated drainage improvements.
  2. Removal and replacement of existing 5' sidewalk with a varying width sidewalk (5'-6') along Maybank Highway from Woodland Shores to Stefan Drive.
  3. Mid-block crossing with pedestrian refuge and rectangular rapid-flashing beacon (RRFB) across Maybank Highway.

These projects were combined to apply for federal funding under the Complete Streets program. The project will promote safety and connectivity to mass transit and local businesses for all pedestrians, bicyclists, and motorists in the area.


PROJECT STATUS

County Council awarded a construction contract to Gulf Stream. The County anticipates to begin construction by the end of March 2025.


PROJECT TIMELINE

2018
  • Woodland Shores Sidewalk project was funded for Feasibility Study.
2019
  • Pedestrian fatality occurred on Maybank Highway.
  • Road Safety Audit performed along Maybank Highway that included members of the local municipalities and neighboring community. The idea of the mid-block crossing came as a result of the study.
  • City Golf Course Drainage project began design and construction. The drainage project includes the expansion and construction of two detention ponds on the City Municipal Golf Course property. The goal of the project was to increase capacity and flow downstream in preparation of the future sidewalk.
2020
  • City of Charleston requested funding for the design and construction Maybank Highway Mid-block Crossing.
  • Carol Street Drainage project began design and construction. The drainage project will upgrade the system from Woodland Shores Road to the City Municipal Golf Course via the Carol Street cul-de-sac. The project will install (3) 30-inch pipes to increase capacity and flow downstream in preparation of the future sidewalk.
2021
  • County sought federal funding as both projects were underfunded for construction.
  • Speed study was performed on Woodland Shores Road. The road did not qualify for traffic calming measures.
2022
  • County reached out to property owners to obtain permission to create a smoother transition and tie their private property into the proposed sidewalk project.
  • August – final cut off on obtaining permissions. County adjusted the design based on the permissions obtained and moved forward with final design.
  • County requested additional funding due to inflation of construction materials.
2023
  • County was approved for additional funding.
  • Final Plans were submitted for permitting to local agencies.
  • Carol Street Drainage project was advertised and awarded for bid.
  • Final bid documents sent to SCDOT for final review.
2024
  • SCDOT has approved final bid documents and has authorized federal funding for construciton.
  • Funding has been secured. The project was advertised in April 2024 - bids received were over budget.
  • The County readvertised the project for construction bids in 4th quarter 2024 and received multiple competitive bids.
  • The County anticipates awarding the construction contract in January 2025 and for construction to begin within the 1st quarter 2025.

Woodland Shores Rd
